Well I was able to fix it after multiple reboots and manual patches. Our server was very badly managed and patched hence it took me 3 days to complete the troubleshooting and fixing this. Is windows 7 update is stopped by microsoft.
I mean now I can install updates or not. My pc cannot install updates at windows 7. If it not works,you should install previous servicing stack update first and check update online.
